Getting a Driver’s Licence in Greece: A Guide for Turkish Citizens

Plan foreign-licence recognition, possible exchange, first licensing, examinations and vehicle costs in Greece.

A visitor and a resident are not treated alike

The right to drive in Greece depends on the country that issued the licence, the driver’s normal residence and the type of document. A rule that allows a short-term visitor to drive does not automatically provide a permanent solution after settlement. Licences from European Union countries have their own recognition and exchange framework. Turkey is not an EU Member State, so a Turkish licence should not be assumed to convert automatically or without tests. The current position should be confirmed in writing with the Directorate of Transport and Communications responsible for the applicant’s Greek place of residence.

Gov.gr publishes a specific service for exchanging a valid licence issued by an EU Member State. Another official service lists a special conversion route for valid licences from the United States, Canada, Australia, Japan, South Africa and South Korea. Turkey is not among the countries named on that page. This does not mean a Turkish citizen can never drive; it means a resident may need to use Greece’s first-licence process rather than expecting a simple exchange. Ask the regional authority about temporary use, surrender of the foreign document and any requirement for an international permit.

Core conditions for a first category B licence

Greece’s official first-licence service covers category B passenger cars and is organized through a digital process and an authorized driving school. The applicant uses Taxisnet credentials, chooses the category, manages a photograph and signature through myPhoto, uploads supporting documents and pays the applicable e-fees. The system creates a candidate-driver training record. After the required medical checks and administrative verification, theory and practical instruction can begin with the chosen school. The school also plays a role in transmitting requests for the theory and practical examination appointments.

The National Registry of Administrative Procedures states that a category B applicant must have normal residence in Greece or have held student status there for at least six months. A foreign national may need a valid residence document and evidence supporting normal residence. Taxisnet access, an AFM-linked digital identity, medical examinations, photo, signature and official fees should be planned together. Fees and processing details can change, so use the current e-paravolo items shown in the official application rather than a figure copied from an older article or an intermediary’s advertisement.

Training and examinations

Once the candidate record is approved, the applicant completes theory and practical instruction. The practical examination follows successful completion of the theory stage. Ask the school and regional authority in advance about the available examination languages and current support for foreign applicants. European road signs will be familiar to many drivers, but local parking, priority, motorcycle density, narrow streets and toll-road practice still need focused study. Use current material supplied by the authorized school and authority rather than relying solely on unofficial questions translated into Turkish or English.

During the health stage, the system identifies the required medical specialties and updates the application after the examinations. The myPhoto service supplies the photograph and signature in the required technical format. After the tests are passed, printing begins and the licence can be collected from the selected regional authority by the applicant or an authorized representative. If an interim document is issued before the physical card, confirm exactly where it is valid. A temporary or digital Greek credential should not be assumed to be accepted automatically in another country.

Vehicles, insurance and daily driving

The licensing budget includes driving-school instruction, medical examinations, official fees, a photograph and any certified translations. Vehicle ownership adds registration, insurance, vehicle-related taxes, roadworthiness inspection, fuel, tolls, maintenance and parking. In Athens, congestion and parking can impose a substantial time cost, and a home with good metro access may not require a car. On an island or in a rural district, a vehicle may be much more important for reaching work and services. Clarifying the genuine transport need before buying prevents the licensing process from turning into an unnecessary financial burden.

Ask an insurer about compulsory liability protection, named drivers, permitted use and whether overseas driving history affects the quotation. A Turkish driving record or claims-free letter may be requested but is not guaranteed to receive credit. Rental companies set their own conditions on age, time licensed, credit cards and international permits. Be prepared for language issues in roadside assistance, accident reporting and claims. After a collision, follow the insurer and competent-authority procedure rather than relying only on an informal agreement with the other driver.

A safe route for Turkish licence holders

Before moving, verify the Turkish licence expiry date and obtain a driving record showing the first issue date. Investigate acceptable certified translations. Once the Greek address is known, ask the regional Directorate of Transport and Communications in writing whether the licence is recognized, how long it may be used and whether any exchange is available. If direct exchange is unavailable, plan the first-licence route around Taxisnet, residence evidence, medical checks, driving school and examinations. Do not apply rules for tourists to a person who has established normal residence in Greece.

Some digital services are introduced region by region, so a transaction that is not available on screen may still require the regional authority or an authorized driving school. If an intermediary promises a test-free Turkish exchange, request the current law and official procedure page before making payment. This guide summarizes verified official pathways but does not decide an individual case. The Greek authorities alone can confirm how a Turkish licence may be used with a particular residence status and which application route is currently available.
